Expert group first visited Ms. Fatou Fall Faye, Mayor of Saint-Louis Region, Mr. Lamine Diagne, Director of Fisheries Supervision, and Mr. Ablnye Sene, President of the Fisheries Association, and carried out a feasibility study on the construction of a tilapia seed centre in the region. After visiting Aquaculture Seed Breeding Station, Aquatic Products Processing Center, University of Saint-Louis, the Goxu Mbacc Fishing Wharf and the surrounding aquaculture farms, the expert group had in-depth exchanges with local fishery owners, aquaculture base managers and technicians. Through the investigation, the expert group found that the fishery capture production in the region is declining year by year, while the supply of freshwater aquaculture products is insufficient, and the demand for aquatic products of local residents is difficult to meet.

Subsequently, the expert group went to Sadjou region to carry out a feasibility study on the reconstruction of the brackish water tilapia seed center. They also exchanged views with Mr. Malick Sene, Director of Fisheries Supervision of Sedjou Region, on the current situation of fishery development in Sedjou Region. Mr. Malick Sene said that Sedjou Region is rich in brackish water resources, but in the dry season from March to June every year, the water level drops and the salinity of the water body rises sharply, which is not conducive to tilapia aquaculture production, and he hopes that with the assistance of the expert group, through the "seed center" reconstruction project, the standardized pond reconstruction will be carried out to solve the problems of seed breeding and market supply. Afterwards, the expert group visited Sedjou Tilapia Aquaculture Base, aquatic products trading market, aquatic feed company and building materials market.
